July has been consumed with two issues: SoCal Roadless Collaborative Team and the USFS Water Quality Management Plan.

After two conference calls (July 28 and August 1) of about 4 hours each plus numerous other calls between, the tenor of the discussion has been changed.  Theatrics from a false report claiming OHV Intervenors had signed off on a “hit list” provided a slight disruption in on-going discussions.  The USFS is looking to complete the collaborative process by August 3, 2011.

June began with the Mojave Region GIS Conference that highlighted efforts underway by the Department of Interior to move forward with a major effort to document the many areas of the southern California desert region within geographic information system maps.

The primary focus of this effort is to create a library of information to support land management decisions.  And, a by-product of this effort will benefit the recreation public.

On the legal front, there are some important developments in April.  While the Eldorado and Stanislaus suits are still working through the various stages of legal arguments, the WEMO, and SoCal Roadless actions are semi-settled.

The WEMO (Western Mojave) area is the largest BLM planning area in the desert region.  And, that area is a high concentration of motorized recreation opportunity.  Under the settlement, BLM is required to validate their route inventory and sign routes that are open for motorized access.  And, BLM is required to go back to the judge with a progress report this summer.

After a couple of years hiatus, the Raven Management Environmental Assessment has become an action item.  To put it in perspective, several years ago, raven predation was pin-pointed as a major issue impacting the desert tortoise recovery efforts.  An EA was developed that addressed raven management options and a Raven Working Group was established.  I was selected to be the recreation representative on that working group.

The raven management will be funded by collecting a “mitigation fee” from permitted projects within the BLM California Desert District.

March started with the 49th Annual Tierra del Sol Desert Safari featuring the opening of an obstacle course at Ocotillo Wells SVRA.  The Tierra del Sol 4 Wheel Drive Club contributed hundreds of manhours in planning and building the very challenging obstacle course in partnership with Ocotillo Wells SVRA staff.  Designed by Rich Klien, WE Rocks, the obstacle course features replications of many of the popular obstacles found from Moab to the Rubicon.
