I believe and advocate that the best policies and management decisions come through full public disclosure and maximum public involvement.  It is important to involve local elected officials, organizations, and individuals representing all points of view before making land management decisions that have long-term effects on local communities.  I believe that the strength of individual involvement is an important element to support an active access advocacy program.  Each recreationist must be informed and educated on the issues affecting their recreation opportunities.  The success of access depends on the commitment of the whole.

Dear Planning Team:

This letter is submitted on behalf of the California 4 Wheel Drive Association (Cal4Wheel) and its membership concerning the request for comments for the California Department of Parks and Recreation Red Rock Canyon State Park General Plan Revision.  Cal4Wheel represents clubs and individuals within the State of California that are part of the community of four-wheel drive enthusiasts.

While the main focus of Cal4Wheel is to protect, promote, and provide for motorized recreation opportunities on public and private lands, many of our members participate in multiple forms of recreation; including but not limited to hunting, fishing, camping, hiking, horseback riding, bicycle riding, and gem and mineral collection.

We recognized the positive health and social benefits that can be achieved through outdoor activities.  We also recognize that motorized recreation provides the small business owners in the local communities a significant financial stimulus. And, our members are directly affected by management decisions concerning public land use.

NRC South Report - Nov 2019

Johnson Valley - The Marine Corps will temporarily close the Johnson Valley Shared Use Area to the public beginning Thursday, 30 April through Monday, 11 May 2020 in order to conduct military training. The closure period will include the necessary time required to conduct pre- and post-inspections of the land with the Bureau of Land Management (BLM).  The Marine Corps will provide notification when the area is reopened for public access.

The adjacent Johnson Valley Off Highway Vehicle (OHV) Recreation Area, managed by the BLM, will remain open to the public for recreation purposes during the closure of the Shared Use Area. Off-road enthusiasts can also enjoy the nearby Stoddard Valley OHV Open Area.

As previously announced, the Marine Corps will close the Shared Use Area to the public to conduct military training during the additional following dates:

From the Landuse Frontlines - California Recreational Trails Act of 1974

The below is research compiled from a number of sources over the past 10 years concerning the California Recreational Trails Act of 1974.  In the 1971 Chappie-Z’berg Off-Highway Motor Vehicle Law (the Law), the Legislature addressed the growing use of motorized vehicles off-highway by adopting requirements for the registration and operation of these vehicles. In addition, it provided funding for administration of the OHMVR Program along with facilities for OHV recreation. The Law was founded on the principle that "...effectively managed areas and adequate facilities for the use of OHVs and conservation and enforcement are essential for ecologically balanced recreation...” Since then, other laws have been enacted that revised the OHMVR program to: Expand, manage, and sustain existing OHV areas and support motorized off- highway access to non-motorized recreational opportunities;  Monitor, conserve, and maintain resources;  Establish the OHMVR Division within California State Parks to administer the OHMVR Program;  Increase funding to the OHV Trust Fund; and, Establish the OHMVR Program as a permanent Division within California Department of Parks and Recreation.

Cal4Wheel NRC South Report (Oct 2019)

Fall in southern California signals the beginning to the desert off-road season.  This time of year is also accompanied by Santa Anna winds and wildfires.  Added to the offerings this year are strong winds, wildfires, and rolling blackouts throughout the state.  As experienced that past couple of years, wildfires take a toll on human lives, homes, and trails.  As the winds, fires and smoke subsides, help your friends and neighbors rebuild their lives.  And, help the land managers rebuild your trails.

The Cal4Wheel website is now hosting a fairly comprehensive Glossary of Landuse and Environmental Terms. (https://cal4wheel.com/access-advocacy/glossary) I have been working on this glossary for the past 15 years by compiling terms and definitions from a variety of landuse documents. It is now in a format that is relatively easy to update with new terms and is a good fit for the Cal4Wheel Access Advocacy section of the website. If you encounter any terms you do not understand, send me a note and I will get it added to the glossary.

These comments are submitted on behalf of the California Four Wheel Drive Association (Cal4Wheel) and its membership. Cal4Wheel represents clubs and individuals within the state of California that are part of the community of four-wheel drive enthusiasts. These comments are directed to the Revised Draft Environmental Impact Statement (DEIS) for Revision of the Sequoia and Sierra National Forests Land Management Plans. This document shall not supplant the rights of other Cal4Wheel agents and organizational or individual members from submitting their own comments and the agency should consider and appropriately respond to all comments received to this proposed planning project.
