OMB RELEASES ANNUAL FEDERAL REGULATIONS BENEFITS-COST REPORT

Washington, DC — Today, OMB issued its tenth annual report to Congress on the benefits and costs of Federal regulations.

This report features the estimates of the total benefits and costs of regulations reviewed by OMB. Similar to previous reports, the report includes a ten-year look-back at major Federal regulations reviewed by OMB to examine their quantified and monetized benefits and costs. The average yearly cost of the major regulations issued between 2001 and 2006 is $2.9 billion which is about 47 percent less than the previous 20 year average of $5.5 billion.

The report also provides a summary of the analysis of major regulatory activity by the “independent” regulatory agencies over the past ten years.

In addition, OMB provides an update on agency implementation of the Information Quality Act (IQA), and summarizes agency annual reports for the Information Quality Bulletin for Peer Review. This is the first year for which reports on the implementation of the Bulletin were required.

On Tuesday, July 8, the Subcommittee on Water and Power will consider the following bills: S. 2842, to require the Secretary of the Interior to carry out annual inspections of canals, levees, tunnels, dikes, pumping plants, dams and reservoirs; S. 2974, to provide for the construction of the Arkansas Valley Conduit in Colorado; H.R. 3323, to authorize the Secretary of the Interior to convey a water distribution system to the Goleta Water District in California; and S. 3189, to amend Public Law 106–392 to require the Administrator of the Western Area Power Administration and the Commissioner of Reclamation to maintain sufficient revenues in the Upper Colorado River Basin Fund. Witnesses include Robert W. Johnson, commissioner, Bureau of Reclamation; Dan Keppen, executive director, Family Farm Alliance, Klamath Falls, OR; Bill Long, chairman, Arkansas Valley Conduit Committee, Las Animas, CO; and Jennifer Gimbel, director, Colorado Water Conservation Board, Denver.(Dirksen 366 at 2:30 p.m.)

Senate Committee Advances 96-Bill Lands Package

June 30th, 2008

Senate Energy and Natural Resources Committee Chairman Bingaman introduced a new bill that is a bipartisan collection of more than 90 individual bills which have been reported by the Senate Energy Committee. This legislation follows enactment of the Consolidated Natural Resources Act, which was signed into law last month. That Act was successful in packaging dozens of bills which were not able to pass the Senate individually. Sen. Bingaman hopes that the Omnibus Public Land Management Act (S. 3213) will similarly facilitate the passage of the remaining resources bills which have been reported by Senate ENR during this Congress.
