Help Save the OHV Program - Support AB-1077

Your assistance is needed to help save the California OHV Program.  Assembly Bill 1077 has been introduced and is scheduled for its first hearing before the Assembly Committee on Water, Parks, and Wildlife on April 4, 2017.  This proposed bill is supported by state OHV groups and would keep the OHV program as it now exists.

The immediate need is for people that live within the districts of Members of the Assembly Committee on Water, Parks, and Wildlife to send letters asking them to SUPPORT AB-1077.  A list of those members is provided below.

Save OHV Program - OPPOSE SB-249

Save OHV Program - OPPOSE SB-249

Your assistance is needed to help save the California OHV Program.  Senate Bill 249 has been introduced and is scheduled for its first hearing before the Senate Natural Resources and Water Committee on March 14, 2017.  This proposed bill would eliminate the OHV program as it now exists.

The immediate need is for people that live within the districts of Members of the Senate Natural Resources and Water Committee to send letters asking them to OPPOSE SB-249.  A list of those members is provided below.

You can either write and mail a letter, send an email with the below text (about 1670 characters) or leave a posting on the Member’s Facebook Wall.

For a letter:

OHMVR Program Renewal

At a public meeting in Sacramento on July 19, 2016, State Parks Director Mangat stated: "This OHV program is the national model. It's not just the great program in the State of California, it is the national model, and we recognize that."

The current California Off-Highway Motor Vehicle Recreation Program (OHMVR) has been in existence since 1971 (Chappi-Z’Berg Act), is a great success, and hailed as a national model providing for a statewide system of managed OHV recreational opportunities. The OHMVR Program assures that quality recreational opportunities remain available for future generations by providing education, conservation, and enforcement efforts that balance OHV recreation impact with programs that conserve and protect cultural and natural resources.

DRECP - reality and theory prepare to collide

The DRECP is lumbering along.  At the Saturday Desert Advisory Council (Oct 15), the new lead for the implementation of the DRECP was introduced.  Russ Schofield is returning to the southern California BLM Desert District office to be the lead for implementing DRECP.

So, just what does “implement” mean?  To put is in perspective, DRECP is an “overarching framework” that will establish the criteria for future planning efforts under the area of influence of the plan.

Secretary Jewell, State of California Announce Landmark Renewable Energy, Conservation Plan for 10 Million Acres of California Desert 

Palm Desert, Calif. – As part of President Obama's Climate Action Plan to create jobs, cut carbon pollution and develop clean domestic energy, U.S. Secretary of the Interior Sally Jewell today joined federal, state and local officials to announce approval of Phase I of the Desert Renewable Energy Conservation Plan (DRECP), an innovative, landscape-level renewable energy and conservation planning effort covering 10.8 million acres of public lands managed by the Bureau of Land Management in the California desert.

Spotted owl listing - what it means

The STATE listing of the northern spotted owl as an Endangered Species signals a potential problem for designated trails in northern spotted owl habitat.  The impact will not be immediate; but, it will be an issue for future consideration during annual travel management reviews.  Federal agencies are required to consider state species of concern and ESA lists during their planning efforts.

Basically, the California ESA and the Federal ESA are very close.  The primary difference is the Federal ESA will allow for “take” of a species in conjunction with a permitted activity.  The California ESA does not accommodate for “take” of a listed species.
