CA4WDC NRC South Report - Mar 31, 2013

Eldorado Travel Management: A Draft Supplemental EIS concerning 42 high-elevation routes in the Eldorado NF has been released for public comment. Initial information from the Forest Service indicated that a minor modification of standards and guidelines would clear a majority of the routes for re-opening. However, the public meetings indicate that extensive mitigation work will be required before routes can be opened.

Bipartisan Bill to Reopen Clear Creek for Off-Road Vehicles

Protects additional 21,000 acres as Joaquin Rocks Wilderness

WASHINGTON - Congressman David G. Valadao (R-Hanford) and Sam Farr (D-Carmel) today introduced H.R. 1776, the Clear Creek National Recreation Area and Conservation Act, to direct the Bureau of Land Management (BLM) to reopen the 75,000 acre Clear Creek Management Area (CCMA) in San Benito and Fresno counties for recreational use, including access for off-road vehicles. Additionally, the legislation would designate approximately 21,000 acres of BLM land adjacent to Clear Creek as the Joaquin Rocks Wilderness.

California Seeks to Expand Vehicle Retirement Program

A bill (S.B. 459) has been amended in the California Senate that would authorize the Bureau of Automotive Repair (BAR) to provide other forms of financial assistance to an owner to retire a motor vehicle.  This assistance would be in addition to the $1,500 the Bureau currently pays to a low-income motor vehicle owner and the $1,000 to all other motor vehicle owners.   In addition, this bill would require BAR to establish a specified one-year pilot program to provide financial assistance to low-income motor vehicle owners for the retirement of gross-polluting vehicles, but would prohibit BAR from requiring proof that these vehicles were registered for the last 2 years prior to acceptance into the program.  If this effort is successful, hobbyists could be denied the availability of vintage cars and parts for restoration projects.  A hearing on S.B. 459 is scheduled for the Senate Transportation and Housing Committee on Tuesday, April 23, 2013.

CA4WDC NRC South Report Feb 2013

Eastern Kern County OHMVR Acquisition: The OHMVR Division proposes purchasing 59 ReNu parcels totaling 28,275 acres using Southern California Opportunity Purchase Funds approved by the California State Legislature and Governor in the 2010/2011 Fiscal Year Budget Act. The California Public Works Board is responsible for approving the acquisition. The Acquisition and Development Division of CDPR would process the land transfer documents after Public Works Board approval. This proposed acquisition will consolidate a mix of public and private lands into all public lands.

A letter in support of the acquisition has been submitted.

ASA Working on Side by Side Aftermarket Seat Issue for AB 1595 Fix

Ever since AB 1595 was passed back in July of 2012, the ASA has been working diligently towards a solution to address the legislation's unintended consequences.  First, we helped to develop and quickly pass AB 1266 which eliminated the requirement that both feet must be flat on the floorboard provision of AB 1595, as well as, delaying the section dealing with aftermarket seat locations not designed by the manufacturer until July 1, 2013.

CA4WDC NRC South Report for January 2013

Technology and web-based information continue to evolve.  Previously noted, I have been shifting more of my project tracking and reporting about meetings and information management to websites and agencies are beginning to employ technology with an increase in the number of webinars and conference calls in place of face-to-face meetings.  After four webinars and one 2-day meeting, the Bald Mountain project in the Sierra National Forest is taking shape.  A draft Environmental Assessment should be ready for public comment in April/May timeframe.While two short road sections will be closed, those routes have been closed to the public for more than 20 years due to proximity of the route to a stream with endangered fish.  There are other routes within the project area but they are not under discussion.
