ASA Working on Side by Side Aftermarket Seat Issue for AB 1595 Fix

Ever since AB 1595 was passed back in July of 2012, the ASA has been working diligently towards a solution to address the legislation's unintended consequences.  First, we helped to develop and quickly pass AB 1266 which eliminated the requirement that both feet must be flat on the floorboard provision of AB 1595, as well as, delaying the section dealing with aftermarket seat locations not designed by the manufacturer until July 1, 2013.

CA4WDC NRC South Report for January 2013

Technology and web-based information continue to evolve.  Previously noted, I have been shifting more of my project tracking and reporting about meetings and information management to websites and agencies are beginning to employ technology with an increase in the number of webinars and conference calls in place of face-to-face meetings.  After four webinars and one 2-day meeting, the Bald Mountain project in the Sierra National Forest is taking shape.  A draft Environmental Assessment should be ready for public comment in April/May timeframe.While two short road sections will be closed, those routes have been closed to the public for more than 20 years due to proximity of the route to a stream with endangered fish.  There are other routes within the project area but they are not under discussion.

CA4WDC NRC South Report for December 2012

For the past year, most of the action has been through webinare and review of on-line information.  The RIT reviewed the proposed actions during their Dec 4-5 meeting. Language changes were provided and priorities were assigned. The information collected will be consolidated and re-submitted to RIT members for additional review and corrections.

For a review, the Recovery Implementation Team are appointed members representing federal, state and local governments and representatives of stakeholders groups. Their charter is to review the proposed actions contained in the Desert Tortoise Recovery Plan developed by the U.S. Fish and Wildlife Service.

Some of the proposed actions (and more contentious) involve grazing, roads and trails, predator control (ravens, coyotes, and free-roaming dogs), property acquisition, and invasive species control. The complete list contains over 30 proposed actions in these and other categories.
